THE Federal Government has collaborated with private firms to train about 1,000 public servants on Information and Communication Technology (ICT) under its “ICT for Change” programme.

Secretary to the Government of the Federation, Mr Boss Mustapha, who made the disclodsure at the closing ceremony for the second phase of the programme in Abuja said this was intended to improve the capacity of public servants in ICT.

Mustapha who was represented by the Permanent Secretary, General Service Office, Olusegun Adekunle, said the journey began on 25th October, 2015 with the signing of a Memorandum of Understanding (MoU) between the Federal Government of Nigeria and Huawei Technologies Company Nigeria Limited.

He added that the event signposts further collaboration between government and private sector organisations to facilitate ongoing efforts aimed at improving the quality of service delivery to citizens through government policies and programmes implemented largely through the machinery of the federal public service.

Mustapha explained that the first phase of the programme tagged: “Seeds for Future” which commenced in January, 2017 and was concluded early 2018, ensured the training of 1,345 Nigerian youths by Huawei Technologies as part of their contribution to national development.

He said: “This empowerment programme complements government’s youth and students’ development initiatives and job creation — a direct response to President Buhari’s drive to empower and encourage young Nigerians.

“The second phase of this laudable programme entitled: ICT for Change, commenced with the signing of an MoU between the Federal Government of Nigeria and Huawei Technologies in October 2018, leading to the training of 935 participants across 101 mInistries, Departments, agencies (MDAs).

“The participants were trained in 19 batches from 14th January, 2019 to 28th June, 2019. The two programmes tremendously increased the knowledge of participants in the areas of human capacity building in ICT developing trends; innovative ICT, building a smart city; everything connected – Internet of Things (IoT) trends and solutions; software-defined-networking (SDN) development trend and basic knowledge. Cloud cutting-edge technology and trends; big data cutting-edge technology and trends; e-government for the future we want; web design and maintenance training; microsoft word training; and tour of galaxy backbone ICT facilities.

“The programmes are also in alignment with the Federal Civil Service Strategy and Implementation Plan (2017 -2020) which seeks to enhance the capacities and capabilities of MDAs in their performance and delivery systems,” he said.

Mustapha further noted that the training programme supports the area of automation of Civil Service processes while limiting bureaucratic procedures to ensure effective and efficient service delivery through implementation of an Enterprise Content Management (ECM) solution.

He commended the commitment of the sponsors for the initiation of the noble gesture in obligation of its Corporate Social Responsibility (CSR), saying Huawei Technologies did not only train the participants, but had also gone ahead to demonstrate its commitment to the application of the knowledge acquired by recognizing 30 outstanding participants from the 935 officers that attended the ICT for Change programme.

He added that a comprehensive database of participants had been created for post-training evaluation activities.

He urged the Head of the Civil Service of the Federation, Mrs Winifred Oyo-Ita, to ensure that participants in the programme are considered in the selection of officers that would drive the implementation of  the Enterprise Content Management  across MDAs.
